About the Authors

Jennifer S. Berman is CEO and co-founder of MZQ Consulting, LLC, a benefits compliance and ACA reporting firm. She is an employee benefits attorney specializing in ERISA, COBRA, HIPAA, IRS code, the ACA, and other wellness plan rules and statutes. Since the passage of the ACA, Jen has become an expert on healthcare reform developments and frequently serves as a speaker and commentator on a wide variety of healthcare reform and employee benefits issues, especially ones related to the ACA. She earned her B.A. degree, magna cum laude, from the University of Pennsylvania and her J.D. degree, cum laude, from the University of Pennsylvania Law School. In 2014-2018 she was named a Maryland Rising Star in the area of employee benefits/ERISA by Super Lawyers. Jen recently completed her executive MBA at Loyola University Maryland. She lives in Baltimore with her husband, Josh, and their two children, Jack and Abby.

Jessica Fulginiti Waltman is a recovering health policy lobbyist who has shaped state and federal laws related to health insurance, employee benefits, and benefit brokers for over two decades. As both the Principal at Forward Health Consulting, and MZQ Consulting’s Senior Compliance Consultant, Jessica partners with employer and broker clients to help them with their compliance needs and to advise them about evolving health care regulatory and legislative issues. Jessica’s area of specialty is taking complex health policy requirements and breaking them down so that anyone can understand them. She has years of experience educating thousands of employers and health insurance agents and brokers about the health insurance market reforms, so that they can look forward and design their benefit plans accordingly. Jessica is a certified continuing education instructor all 50 states.  She designed and is the principal instructor for NAHU’s 10-part certification program for health insurance agents and brokers and consultants entitled, “Employer Sponsored Plans In a Post-ACA World,” and she wrote the accompanying course textbook. Jessica earned her degree in political science and non-fiction writing magna cum laude from Drew University in Madison, NJ.  She currently chairs the National Association of Health Underwriters Futures Advisory Committee and is the legislative chair of the Pennsylvania Association of Health Underwriters. Jessica has been a rotating board member of the National Insurance Producers Registry for the past fifteen years and is an elected member of the Parish Pastoral Council of Saint Katharine of Siena Roman Catholic Church.  Jessica lives in Wayne, PA with her hilarious and always accommodating husband, Doug, a calm cat named Abby, a crazy Springer Spaniel called Owen and three of the cleverest and most attractive children you could ever imagine—Madeline, Billy and Luke Waltman.
